OCCAR manages collaborative armament programmes for its member states and other participating nations. It was set up by a convention signed at Farnborough on 9 September 1998, in force since 28 January 2001. It places programme contracts under its own management procedures (OMP 5 for contracts) and replaces programme-by-programme work share (juste retour) with a global balance across all its programmes over several years.
