Across the 3 regimes
United Kingdom
The Procurement Act creates exclusion grounds and a public debarment list, and lets authorities terminate where a supplier becomes excluded or excludable.
United States
Suspension and debarment under FAR 9.4 exclude a contractor across government. DPAS rated orders (15 CFR Part 700) must be accepted and take priority.
EU and NATO
Mandatory exclusion grounds in Article 39 of Directive 2009/81/EC, applied through national law.
