The Commission proposed amending Directive 2009/81/EC (defence procurement) and Directive 2009/43/EC (intra-EU transfers) to raise thresholds, widen exemptions and simplify transfers. Separately, award thresholds were updated by delegated regulation from 1 January 2026.
